Is it possible to upgrade the headlights on a 1999 LAND ROVER DISCOVERY 2.5 TD5 XS for the new shape headlights, if so, is it difficult?:blabla

Define difficult? Are you a mechanical genius or are you a 6 years old who's never held a spanner?

Not so much that but it looks the the switching power for the relay is from the dip beam beam power but then it would power the main beam all the time?
 
So where is the switching power from?
I presume that you're looking at this diagram:-

The switching voltages are provided through the existing vehicle wiring and picked up at one or other of the original headlight sockets. Whether you simply splice into the original wiring or cut the old socket away and add the new wiring instead is up to you.
The ground wire is shown as grey. The dipped (main) switching voltage is on the green wires and the main (dipped) switching voltage is on the blue wire.
NB. I've shown the filament as eg main (dipped) because I'm not in the position to identify them without much searching.
Be aware that some automotive relays have an internal diode to prevent what's called "back EMF" when they are used in electronic circuits, in which case, terminal 86 must be connected to the positive side of the circuit and terminal 85 must be connected to the ground side of the circuit. This is as it's shown in the diagram.
Standard relays without the diode will work irrespective of which way round they are connected.
