had same problem and symptoms lately, check there isn't oil in the switch wire to the solenoid on the starter, thats what was wrong with mine, cleaned the contact surfaces and oil on cable. been fine ever since. Also when u bench tested did you have a 12v feed going to the solenoid, otherwise it wont power up and work the spigot

Had the exact issue a day ago. The contact was oily and I had to shake the cable to make contact and start the car. Haven't cleaned it yet but I should get to it asap.
 
Before you do your air springs, do yourself a BIIG favour & get 4 new clips (2 per spring) - a couple of mine turned to dust on removal & they never come off looking too clever. Plus, they cost pennies, so why wouldn't you? ;)
