you need to contact eugene he is on mud-club and norwich4x4ownersclub.
yes they are allowed to run it, it was the guy that run it before that was causing a lot of trouble but he is nothing to do with it now and all is good

Spoke to the new owner - he is making some changes and they are expecting it to be open in March.
