Check fuel volume, and pressure, delivered to the injection pump.
I have no way to do that but the Bosch VE should be capable of sucking enough fuel from a jar right beside it , considering it normally has to suck it all the way from the tank and through a filter .
 
Rocker shaft is fine . Looks like I'll have to remove the injection pump and have it checked . I'll remove the inspection cover on the front cover and check the pump timing first .

Since you can bypass one system with the other and still have the problem then you only have injectors or injection pump left on the fuel side.
For the cost you may aswell get the injectors refurbed if you get the injection pump done.
Managed to run the engine today with no fuel being supplied to the injection pump ! 😂🤔 I installed a new lift pump which is on the homebrew line . It now starts and runs but bogs down and starves if revved . The more you rev it the less comes out of the return pipe . New filter and all lines clear . I detached the feed from that tank and connected the hose from the diesel tank . Started up no problem but the same issue , except nothing was coming out of the return pipe . Next I hooked it up to a jar of diesel straight into the injection pump . Started up no bother but no fuel was drawn from the jar and none came out of the return ..
