Evening, you do mean 1200rpm and not 12000rpm. That would be one hell of a diesel engine
Is there any warning lights in the dash?
It may be worth getting a diagnostic readout to varify and electronic issues.
If no codes it will be something mechanical.
A diagnostic scan is a good place to start. ;)

Have a google of M57 BMW , you have the 3.0 litre as you know , quite a few referencing a MAF issue with unplugging it as a test , also EGR mentioned , could also be vacuum or turbo related , MAP sensor etc. You can test turbo actuator by unplugging the vacuum pipe which will make it sluggish at low revs but could see if it irons out the flat spot. I wouldn’t think fuel as low demand at 1200 rpm.

I'd have a leak off test done on the injectors next and check around any leaks or undone plugs.
Was the fuel rail pressure checked on the diagnostic live data?
Mind you, if there was a leak off problem.. There would be a pressure fault...
