hi, I have a 1977 Land Rover series 3 2.25 diesel. the cold start light doesn't seem to ever come on. I am wondering under what conditions should the light be on. when the glow plugs are on? it could be that the bulb is blown? thanks.

At best the light is very dim. It should be a 6v not a 12 and check the earth. Dash earths are poor at best. Then again it could have simply blown.

Oh, and in case your not accustomed. The heater plugs are manual.
Key in….
Ignition on…..
Heater plugs on… and hold for 10to20 seconds…..
Fire it up. 👍

The bulb is no 15 and you might be able to measure continuity across the thin wires at ballast resistor to see if it’s blown, have you the original wired in series pigtails or newer parallel heater plugs
