Just started to replace the clutch on my Freelander and note that the panel under the engine has been riveted in place? Is this normal?

I think if you look closely its not riveted. Some of the brackets have rivets in but they just hold the mounting brackets on to the guard.
Get a Rave manual and have a look it really helps with exploded views.
 
The plastic panel is rivited to a frame. This entire unerbody frame can be removed.... I think 4 bolts at the rear and two or four in front by the bumper, plus a couple of screws by the bumper. Not a big job, if memory serevs me correct (removed mine about 4 years ago). Rave manual explains it well.
