click is probably starter relay which sits under the fuses,which would make looking at the starter first call

If the battery was brand new it might be in need of a charge. depending on how long it has been in storage it may jus be a little low. although I would second @neilly with checking the security of all the cables/earthstaps etc, and making sure hey have a good contact.
Also for future reference as long as it is in good condition it does not take very much turning to start a 200tdi so it is possible to push start it on your own. I have done this in the past when I was a student and could not afford to replace the battery, got it moving, jumped in and put it in gear. As long as it is just about still moving it should turn the engine enough to fire into life.

Is checking it at the starter something I can do with the qownpipe in place?

Just about if you can get in the right angle, try giving the starter motor a knock with a broom pole etc and if it goes the your starter motor is sticking.
I had to take the downpipe off to change the starter motor.
Check your battery is actually good first before unbolting stuff
You will probably have to undo the down pipe bolt and loosen the first exhaust joint to shove it out of the way a bit, due to the amazing 200tdi setup you can only get the downpipe out by taking off the chassis crossmember.
