I had a similar problem on my Disco 300Tdi. After several belts, both genuine & pattern, changing the tensioner & rebuilding the air-con pump front bearing all were eventually cured by using Continental Belts. Not too sure about the Freelander engine layout, but the 300 Tdi's power steering pump is driven off the back of the belt. Continental use a ridged back and this seems to keep the noise down. For the cost of a couple of belts it's worth a try.
