Which Range Rover Variant?
P38 gets speed from the ABS system AFAIK.

Most cars use signals from ABS for the speedo.

If its a L322 and you lost battery, it does weird things sometimes until you turn the steering wheel lock to lock to calibrate the steering sensor. I found this out the hard way when I lost everything to do with both ABS and suspension, including speedo.

Just seen the other posts regarding this. The suspension and abs work together for dynamics. If you brake hard for example, the suspension puts a bit more air to the front bags to reduce dive etc. What error codes in the whole car do you have? Several modules work together which is a pain to say the least, not resetting suggests something hasn't been cleared or is still faulty.
