On the 2017 Land Rover Range Rover Supercharged Sport/Automatic/Petrol-Gas-Fuel, can you swap a different year engine?

If you mean 'can I replace a failed engine with another of the same type but older known-good engine?' then yes. Bear in mind that you will potentially have to swap over ancillary components depending upon the age of the donor engine. The AJV8 engine was first produced in 1996 so you've got a good few years to go at. If it's the AJ126, that only goes back to 2014.

About the Older Known-Good Engine, the number on the engine is 17061837334 508PS Does that mean that this engine is of the year 2017

I couldn't be sure about that to be honest - you'd be better off knowing the VIN or registration and checking that way - or try one of the Jag 'enthusiasts' fora, they seem to know the minutiae of every part or assembly that came out of the various factories.
