Have a p38 99 on a v plate with a tow bar can I swop this over to 07 plate 3.6 vogue
Easily or is it a major jobbie
either way itll have to be done, Grinder and welder at the ready

It must be doable, because towbars are made. wether its practical or not is a different matter Your title says "can it be done" then in the write up it says easily or major jobbie,either way it must be done"
 
I think the op means that either way, he has to get "a" towbar on the vehicle, be it by modifying his p38 one or buying a new one. That's how I read it anyway but I could see it being construed the other way also.

a 99 and an 07 have a different chassis and different fitment points. as such different iron. you could weld something up, how much do you value what you are towing and your RR ?

Towbars and the law
European Law now states that all light passenger vehicles registered on or after 1st August 1998 require a type approved towbar tested to EC94/20 and towball with suitable D&S value. This is not retrospective and does not affect any vehicle registered before this date.

Fitment of a non type approved towbar on a vehicle registered on or after 1st August 1998 could result in prosecution and in the event of an accident the vehicles insurance could be invalidated.
 
When I was looking at L322's, I asked about towbars. The result of the answers and other research made me avoid ones without an original towbar and electrics. The electrics were what put me off.

My L322 came with a detachable towball. I really want to replace that (swap anyone?) with a permanent one so that I can fit the height adjustable pin and ball tow hitch that originally came from my old 110. This is for when I'm using the L322 as a tractor to move boats around. What on earth does "D&S value" mean and how can I check whether this old but built like a tank tow hitch will worry an insurance company? If they are silly about it, I suppose it would be possible to have an ordinary towball for road use and swap it to a proper one for real work, but what a carry on.

The sooner we get out from under European law the better.

We're not under European law.
 
we are under European Law, once we do finally leave the authority on legislation will have moved from an EU body to a UK one.

while no fan of the EU, it is a valid point, personally I wouldn't want a vehicle towing a trailer breaking loose on a road I, or my family are on because someone thought they could knock up their own towbar.

i'm not saying that *you* may not be able to design, build and weld a secure and bracketry and mounting point for a towbar, but there are a load of people out there who cant and would do a half arsed job putting themselves and other road users at risk of injury or death.

towing, especially with the capabilities of a range rover can involve heavy weights and a consequent change in risk. unless you have a licence with grandfather capabilities you need to have training, testing and the capability added to your licence

yes I would prefer my adjustable TB and backing plate, saves me wreaking my bumper
and like is being said its up to the job of heavy towing
could cut and shut it, being a coded welder no problem, nothing would break loose I can assure myself of that.
will have a look c what the differences are like then make a decision. Time against costs and all that.
being an old wrinkly have GF rights

Even if you knew it was safe, it would probably invalidate your insurance.
If it were me, I'd just buy one. The actual towbars themselves aren't that expensive.
