Have just bought a 93 Def 90. First time owner. First thoughts.... wow its hot in the cab. Fan doesn't really seem to function.
Any immediate improvements that I could look into?

Ignition on, open the bonnet, turn the fan on, goto the heater and (if its working) you'll hear it ....

like an asthmatic tortoise in reverse - @shagger , LR heaters are notoriously poor, little heat and near no air volume flow. When ready, it's really worth removing the heater and giving the system a thorough overall. Many fit an oversized heater matrix and insulate the heater box inners...internal insulation helps with cabin temps in the summers months, a good fleece and woolly hat for winter months.
 
It’s not uncommon for the cables to not work and the flaps on the heater matrix are stuck open/shut resulting in permanent hot or cold air and air flow when the fan is actually not switched on.

@bluedog333 , are the butchers still there in the High Street, Thame? Used to make delicious award winning pies...:)

No idea, I’ve never been to Thame! Although funnily enough, I was at a car boot in Tetsworth for the first time today and that’s about as close to Thame as I’ve ever been.
I’ll be sure to look out for them if I ever go there. Don’t mind a good pie.
