A wet lubricant should never be used on a bonnet cable, twill only make matters worse eventually by attracting dust etc. Pull the inner cable from the outer tube and apply graphite powder along its length and work it in, then slide cable back into outer, do up the catch and ya be able to pop the bonnet with the tip of ya finger for ever after. And that goes for most locking parts as well, keep the friggin jungle juice WD40 type **** away from most moving parts and they last longer.
