I have got a 2013 Freelander 2 GS when I depress and hold down the unlock button on the key fob the doors unlock and the windows all open, but when I depress and hold down the lock button on the fob the doors all lock but only 1 window closes that being the rear nearside one all the others stay put.
All the windows work ok on the switches
 
Sounds like the windows aren't calibrated, if that's needed on the FL2? It doesn't seem right though, as global locking (that's what it's called) should work on all windows.
 
The windows used to all work as you say global locking but then by luck I found it to be as I said my son said disconnect your battery he came over and disconnected the battery as he suggested, only thing now is yes the windows all open when you depress and hold down the unlock button on the fob, but now when you depress and hold down the lock button on the fob all that happens is the car locks itself and all the windows stay open
 
So the battery was disconnected, that makes a difference. Lots cars require a calibration on things like windows, once the battery is reconnected, the FL2 included.

This is what to do.

Make sure you follow the procedure exactly as outlined below;

1. Close the window fully.
2. Release the switch, then lift it to the close
position and hold for two seconds.
3. Open the window fully.
4. Release the switch, then push it to the
open position and hold for two seconds.
5. Lift and release the switch to operate the
one touch function.
6. Repeat the procedure on each window.
 
When each window is closed, lift the close switch up for 2 seconds then release, for each window, as per the owner manual.
 
‘kinell. My one touch function hasn’t worked since . . . I had a new battery fitted. Doh!

It worked! All windows now close with one touch of the button.
