It's one of the Camel Trophy limited editions made by Land Rover and sold in Japan - batches went to Germany too. Most are k or l reg, though some were later 300tdi and V8s.
Spec varied from batch to batch. No roll cage, and if they were fitted with racks they were gutter mounted. As a result if the lighter weight, they usually have spoked wheels as shown, or Firestyle alloys, which wouldn't be rated for the event spec vehicles.
They weren't used on the events, though the odd handful may have been used for national selections in some countries iirc, but they are still quite distinctive vehicles, and can give event-spec Discos a run for their money, due to their lighter weight.
The ones that have been imported from Japan are usually in good nick. There is one for sale not far from me that would make someone a real bargain.
