It's what some people call the "smoke" screw. Turning it in will increase the fueling but will usually result in masses of black smoke. I was told to be very careful as you can increase the exhaust gas temperature to the point where stuff starts to melt quite easily.

I think you've got a Bosch VE Fuel Injection pump there, and I found this adjustment info on the Internet...
