Sorry gents I thought it was going to be one of those obvious things that only I had no idea as to what it was.
All I can tell you is that its held in place with a cable tie thats attaching it to the near side inner wing on my DHSE.
THE wiring disappears off into the wiring loom. The wiring looks like its been there from day one and not an after thought.

Any suggestions ( other than its broke, made me laugh as well)

It is a chipping box. I have one on my Merc Vito. It usually interupts the connection to the fuel rail by way of a double plug. Trace the cable back and reconnect the original cable back to the fuel rail, see it it makes a difference. It increases fuel rail pressure.

Only problem with that theory is that the M51 is not a common rail engine:)
 
it is a plug in tuning box as i recall davlyn has a late rangie with air flow meter to which there are actually more different types of tuning boxes available.
as the bosch vp pump as fitted to the p38 are common to a lot of vehicles there are some manufacturers who make boxes specific to bosch vp pump fitted with a air flow meter.
