Have you had a look at the ride height sensors in the rear wheel arches? they look like elbows , but each section is about 8 inches long, I suspect one may be broken.

I need to get it welded then could that be why it wont go down though as I have seen there is some cable tie holding it up i not had it long had to have some welding done on it not long ago they never told me about that hole .

Although the second picture is way out of focus , iif you look at the angle the part attached to the chassis is at and compare each side, it looks to me like they are not the same, the one that has a massive hole behind it does not look correct, I would say that the sensor is not longer firmly attached and the sensor arm is reading correctly but the angle it is reading is false.

I have ordered springs to get fitted on it
It of the road now waiting to be fixed as it that high it one side and made the front passenger side really low I dont want to risk doing any damage to it be driving it I really need to get it sorted soon as live in the middle of nowhere and floods everywhere need it for work .I have been looking to get new backend as I said I could get it welded but the under neath really bad pitted at the back .
I have been looking on the internet for 1/4 chassis going to phone craddocks in the morning to see if they have any in . Dont know anywhere else to look .If I was you, I would check a 1/4 chassis will cover the area that you have an issue with.
You can bodge the system to work for you in an emergency, using some wire and tape or cable ties.
