Test drove a 55 plate Range Rover and I noticed a whining noise when turning the steering wheel at low speed. It almost sounded like an electrical type whining noise. A little like the noise you get when tuning in an old radio.

Does anyone have any ideas if this is normal or not?

check to see if your power steering fluid is low and top up if so also check for leaks ,or maybe your power steering pump is on its way out,
i not sure about rangerovers but on a few merc's ive own in the past all made that noise with no problems at all,

Do you know how good these cars are for high miles. The car I'm looking at has a full service history with 70k on the clock.
 
The TD6 is a reliable unit so with good servicing, should serve you weel. There has been notice of a recall regarding the front diff and prop, not sure what years are affected but worth mentioning before you buy. If it's from a dealer, they should rectify this before you purchase, if from a franchise or general garage forecourt, see what you can find out on, perhaps contact the garage that carried out the servicing as they should have a history of what has been done. Vast improvement on the P38, great car to drive, if I had the finances, I'd buy one myself
