Need to be stopped and in park to go to low range don't you, not a shift on the fly is it

Close....stopped and in Neutral (on the Autobox you have to be in neutral as this is where the cross over gate is!) before it gets into low box!....

Defo sounds like the Shift Motor isn't working...or the TB ECU isn't driving the motor!

The L322 was the first Range Rover to allow ratio change on the move....that being said, changing the Classic between ratios was easier if the vehicle was rolling at a slow walking pace during the shift change!
