That's government legalese for yer. But what It's actually saying is you can drive a vehicle without a tachograph if it's under 7.5 tonnes and your main job isn't that of a delivery driver for who ever owns the vehicle. So if your a gardener or a builder and you need to hire a minidigger & trailer it to a job you can. but if you work for JCB delivering mini diggers all over the country then you can't.

I got stopped for speeding on the A5 near milton keynes doing 60 in a 50 towing a 2.5 tonne mini digger and trailer (about 60 miles from home) and the old bill never mentioned the digger or trailer! they did complain because i had left the flashing light on on the digger though!
I often tow mini diggers and a rock breaker weighing nearly 3 tons and have never had a problem! it seams as long as the vehicle looks like its up to the job they wont bother you!
