I'd like to set up a mechanical control that'll let me set a fixed throttle for the winch and also for motorway cruising. This needs to be possible to set from a Bowden cable - for the winch - but an immediate disconnect if I press the gas pedal or brake. I'm experimenting with levers and linkages, but is there any expertise or experience here to save me some time?

Could you not adapt an old hand throttle from a series vehicle (not sure if they wee ever fitted to defenders). It would certainly work for winching although would need some further work to get it to disengage when using the throttle or brake to use as a cruise control.
Although you may end up needing two systems, one as cruise control, and one as a hand throttle. As it is a basic mechanical system it will be more-difficult to get the same thing to do everything as it is not computer controlled via the ecu.
