Well i had a quick peek at the turbo from the air intake side. And it spins freely . No oil or dirt presennt and the bearing feel ok. Little if any play. When we assembled the engine first the turbo blew off the hose so it was working then .. I feel i need to get a gauge and check we are getting some boost pressure... also will look to see if i cant get a rev counter. ... under no load the engine does sound like ~4000 rpm to my untraind ear. .. has to be a lack of power and not doing more than 2500rpm. On the road.. lack of turbo would explain a lot or boost fule. A gauge would confirm.

I noticed your set up bit different to mine
Looking at screwdriver slot in end of shaft and also the oval hole in lever is different
Mine not been changed

Perhaps both locknuts need loosening to set direction of the slotted screw
Note on mine throttle off points to corner of housing
Throttle on slot points to about mid housing bolt

oval hole has gaps either side of bolt yours looks tight one end
 
I would say your slot on the throttle spindle needs to be at more like the 3 thirty / 4 oclock position.
when the throttle is on the idle stop position.
To reset it, undo the lock nuts and then carefully pull the the throttle linkage off of the spindle , so that the teeat are not engaged, then realign the throttle spindle slot , engage the linkage and tighten the locknuts.

Basically the throttle was not opening fully from what i can tell. Looking at the photo from Steve and the fact that the "fule pin" did not pop out untill the slot on the centeral screw was at 180. I loosen the armature on the throttle linkage and moved it so now fully open the slot is at 180. As in steves photo..... idle now becomes an issue being way to fast. So by loseing the adjuster and moving it to the min position idle is nearly there. I would as 1200rpm at a guess. Both throttle stops are rusted solid and i can not get acess to get them to move...
But it drives like a difrent car. Fast. Accelation like a propper go fast machine. I have seen a few puff of black smoke. So too much fule / not enough air.... looks like i now need ro read up on tuning the pump....
But first stop is to the cowboys that rebuilt it.

I got one of these £8 delivered works well comes with some reflective tape to stick to crank pulley mine sounds a bit fast but round about 785rpm
I’d been looking at my throttle stop today looks like if a bracket removed can get a screwdriver on , mines a bit seized too

Humm seized throttle stops will be my issue now. To reduce tick over i need to move it a couple of turns. The other adjustment is at the min now. I was thinking of fitting a rev counter and a boost gauge... but not sure i want such mos cons spoiling the dash.
I will say it goes like a rocket by comparison to before the adjustment. My 40mpg is probbly gone but it will definitely keep up with modern traffic. I stand a chance of using it daily.
 
Great minds think a like !! Did that alerady... filed ~ 2mm mabe 3 off the idle stop. Getting difficult not to file the sounding castings in the way... might take a look at the max stop and shift the throttle a notch... at least i have my finger on the issue.... still disapointed that it was not covered as part of the re build.
