In a word no - according to the manual it should never work in this country due to our weather.
If you are referring to the fan just behind the front grill in front of the condenser matrix the chances of it ever working are pretty slim. I had a leak in one of the a/c pipes and the guy who fixed it found that the fan was seized solid. After a bit of research I found the following in the Land Rover manual, I did however replace the fan with a working one.
'While the a/c system is on, operation of the electric cooling fan to assist refrigerant condenser operation, is determined by a combination of vehicle speed and external air temperature. When cooling fan operation is required, the ATC ECU outputs a cooling fan request to the ECM, which then energises the cooling fan relay. The cooling fan request is output if vehicle speed is 80km/h or less while the external air temperature is 28c or 82f or more. The request is cancelled and the cooling fan switched off if either the vehicle speed increased to 100km/h or the external air temp decreases to 25c or 77f'.
So you see no wonder the fan seizes through lack of use in this country, looks like your system is faulty somewhere along the line
