I think there's no legal requirement to have bumpers, but you can't have any sharp or dangerous protrusions.
The dumb irons protruding out might fall foul of the law. Don't know for sure, to be honest. Why won't you have a bumper?

Beat me to it!
I so much want to get rid of the PTO winch so wanted to take it off photograph it and put it up for sale on ebay then use the money towards a nice new bumper but that could take some time
You could cover the ends of the irons, it depends what your local plod is like for being heavy handed about it ...

There's a pto winch and bumper ( used ) on flea bay for £750, if that's the going rate then you'll have a new, shiny bumper in no time !
