Fuel is at the injection pump, but not up to the injectors

At an old work mates range turns over but won't start, warning " Engine disabled" isn't showing on the pod . Fuel is up to the injection pump. Can't find any fault codes regarding non-starting. Fuses appear ok. Anyone have any ideas???? PS. Vehicle is a dec 1997 November build
