I have a 13mm 'star' socket which was made for the job. It has 12 points instad of 6 or 12 flats, but I can't remember where I got it fron all those years back.

A quick measurement of mine ... I made them 310mm overall, which allowed a bit for bends and the flares, and a bit to play with. ;) I imagine that the 'off-the-shelf' will be a fairly exact, waste-free length

I would recommend a veted cap,, otherwise you can develop enough of a vacuum to potentially damage the tank, the fuel filter and the low pressure fuel pump. The pipe that comes half way up the filler tube is so that air can be displaced from the tank whilst it's being filled. Just sayin'

You don't give a year for your Fender. However, I personally prefer the two pieces being separate, the halfshaft is then able to 'float' within in the drive flange spline ... but I've always had that configuration with the exception of one of my very early Series.

Probably, as with loosening/removing the top swivel bolts, you have allowed the swivewl ball to drop, alllowing the oil to leak out.
