Nope, not illegal at all. I think there is a rule on so many thousand litres of the stuff to be used without paying / declaring duty. I'm sure it works out at 12,000miles a year equivalent. I did 12,000 and a little bit miles in one year in mine when the HP o ring finally let go. Very messy and...

I can definitely vouch that cheap glow plugs are crap and make a hard start. I changed for Bosch and almost immediate fire up on first turn of the key.
