    I would say it’s the switch... But if one of the actuators in the controller Gets grounded out it will kick on... Maybe it had mosture in it and the freezing Temp caused it.... Or the demon the lives in your Rover is just messing with you.

    Operating the flap to outside air would be more efficient.. using a lever or cable ... But When you have vacuum to the ball that controls the outside air flap.... it closes To outside air and makes it an interior Closed system.. no vacuum it opens and I’m sure you know the lever on the left...

    the vacuum line from the ball connets to the solenoid ... the solenoid has a vacuum line That goes to the vacuum controller that Moves the flap arm.... I was thinking you could just move the vacuum line from the ball to the arm control Then when you start the motor it would just close the flap...

    also on my old 91 The door pillar at the hinges Was rusted at the bottom where it connected at the floor board Caused all kinds of problems With the door Not to say yours is rusted Just a place to look

    If your door seal is bad You can get a replacement off of a discovery 1 They fit Also if you have air flow at your feet check the floorboard at the gas pedal I always had a lot there

    even if they did overheat.... Those guys would still be very proud Jag owners..., they were constantly Giving them a good wipe..., The motors were like really clean...:D
