I came here seeking an answer for the same problem for a 98 Disco (not diesel). My speed drop isn't quite so severe - usually just 5 miles as hour and then it kicks back in, slows down again half a minute later, shudders and slows for 10 seconds and then going again. It seems to start about 20...
