    15" wheel are usually used for weird and wonderful sizes on jap stuff. like big old 44" tyres you see on lifted hi luxs and stuff. I take it you are fitting something like 33x12.50 tyres I would go for 15" because it will sit better. If you are going for normal tyre sizes then go for 16".

Check the vacuum between the diaphragm and the adjustment of the diaph. Turn it up and take it for a drive and see wat happens. Check all your piping...
