You can get a kit for about £12 off ebay, which just includes the cable and pulley assembly. They are a bit fiddly to fit (you need four hands!) , but the saving is worth the hassle if you ask me. Try this one for size

I had a similar issue. For me it was the drop links. Even though they looked fine, I replaced them along with the anti roll bar bushes and since has been absolutely fine. For the sake of £20 or so and half an hour it's probably worth doing anyway.

A relay is not what you need. Your after the cruise control ecu. Do a search for scb100211. Apparently it's best to get a second hand one out of a Freelander as then it's already programmed.
