Yes you can rivet in some 3mm ali plate Issue you might have is around corrosion within a certain distance of the seat belt mounting point

I feed through a thick piece of copper earth wire (from cooker mains cable), tape the wire i want to pull through to the end, and then slowly pull back If there's more space, i do the same but with 1.5mm domestic lighting cable

Could be a dodgy stalk - copper contacts do wear
