    Did you buy it from a dealer or a private sale? And did you pay for a vehicle check? If it was from a dealer and it's not fit for purpose then take it back and get them to repair it. If you paid for a vehicle check and it's not fit then complain to the checking company. Or just get on with it...

    Remove the auxiliary belt to rule out anything connected to that. Have you put a stethoscope on the vacuum pump? They are known to fail and they can be noisy like that.
