Looks like you’ve not quite lined them up right - it’s a right faff involving wiggling axle to get the plate to sit down properly before tightening the shackle. That centre nut needs to be dead centre in the hole when it’s right. A few mm makes the difference I found when I did mine a couple...

Check the inside diameters - if they are the same then just means someone has replaced a few with smaller nuts and no big deal, just stick a full set of proper ones on. If they are different then someone’s messed with the retaining bolts which will mean the whole wheel unit needs a good look at.

I have found that the mpg does increase slightly with them off - enough to make a difference on my daily drive with fuel the price it is today so I only engage them when needed or for lubrication.
