On my D1 300 tdi I can remove the idler pulley for the aircon and the hole lines up perfectly with the 3 bolts that hold the belt sprocket to the injector pump Not sure of the exact amount of movement you can get but I have used that "slack" to get the timing set for more power at say 1500 rpm...

check the long thin pipe from turbo round back of engine going to top of injector pump for blocking or leaks as mentioned above without load you won't get any boost - so pipes can't fill up with air if you suspect actuator disconnect pipe from actuator and block with a bolt

On mine - although its a 300 tdi - if the lights are on the motor wont switch off = so thanks to Lucas, the prince of darkness - your issue could be elsewhere
