i'm not sure if it's legal to sell vin plates but i would hazard a guess that it isn't, the vehicle has been scrapped, and the v5 should go back to the DVLA. it's certainly against ebay rules, so let's see if this auction gets pulled, they have a specific category for reporting vin plates for...
you can hardly complain about the police doing nothing if you don't tell them about it. in all probability they wouldn't be able to do anything, but at least they know what's going on, if you just give up and don't bother then the criminals have won.
To be honest, i don't think offering rewards for individual vehicles will make much difference, because the number of people who would be aware of the reward and the relevant vehicle details would be limited. it would mostly be folks who read this site and ones like it, and i'd like to think...
