Try adjusting the brake shoe adjusters. the first pump is pushing the shoes out but they are not reaching the drums. the second pump then pushes the shoes against the drum.
Did it years ago. Its not such a good idea. If you do be carefull not to leave any metal from the centre post sticking out where the seal goes. It will crack the screen when you tighten it up.
