have you tried the demist program this forces the fans on its the only way i can get mine to work as my rotor switch does not work anymore (no bars at top of screen) and auto is sketchy at best!

drive it a bit and see how it feels mine drives great on coils but air would be a smoother ride. it also depends on what needs replacing as in my case i would need the whole lot compressor, valve block and air bags costing ££££
probably talking out my arse here as i've never done a hg on a rover v8 but does it need/did it have the head bolts rechecked after a few miles/ heat cycles?
previous owner did this to mine probably in a dumb attempt to sort the high running temp, shame the drill holes are a bit wonky but i like the look, it's sprayed silver but i would have left the bottom strip body color!

All the engineering etc would already be sorted and registered then you'd just need to change the body then you could make it look like...
as far as i know when looking down the side of the vehicle from above no TREAD (ie the contact patch) must be visible past the bodywork. going by your pic id say no?
