If you get hold of a left hand drill bits the heat generated sometimes loosens the sheared bolt and it winds itself out.

I agree that a well thought out bodge can be used to sort problems, there is always something that needs to be done. If it fixes the issue without any safety implications at some point in the future you can address it properly if needed when you have to take dash apart.
