sounds like a wiring error, all you've listed that doesn't come on should be switched through the ignition switch if you look at the circuit diagram for your landy (apart from the clock...!) The side lights will come on ok whether or not the vehicle has an ignition switch present.

If the reservoir is full, there's no sign of any leaks (hoses and conections intact), belt not snapped or slipping (is tension good??) then perhaps there is a blockage in the system somewhere?? Is there absolutely no assistance at all when turing the wheel?

get 32 mpg from my 200 tdi, will do 75mph comfortably and is still impressive towing an Ifor Williams flatbed trailer with another Defender on it! Get a 200 tdi defender engine if you can. NA diesel only any fun offroad where speed isn't everything.

sounds like the injection pump not metering the fuel correctly. Take it to a diesel specialist and not to a Landy (Franchise) delaer.
