2 questions. why lock it? if they want to steal it there are easier ways and surely you could have found a key to work rather than drilling, like any key! or a screwdriver!

how much you need mate. i have some kicking abou, if it was only a short bit you can have some as you'll have to buy a roll otherwise.

modulars. 8 inch wide would probably do. we need to know what wheels you have now and what offset they are and what size tyres. or spacers. which ever. it depends on if you like your wheels. if you do get some spacers which relate to what extra offset you need, if you don't, get some wheels...

wheels spacers basically do the same as larger offset wheels. both will eat bearing quicker than normally, but not so dramatically that you will notice a huge difference. new modular wheels will be cheaper than spacers.

i use an adjustable spanner. 300mm job. do it on by hand and it will self tighten.

don't use stainless for structural stuff though as standard stainless is not as strong. buy a box of 100 of each size. you'll use them soon enough!! screwfix....
