In your OP you say it’s to have a lower RPM when driving at highway speeds. Is this the sole reason then? Would dropping down to say, 56mph not be a better option for you? It would be unlikely to add any considerable time to your journey - especially if you encountered any traffic etc.

Cost cutting on materials and the process. Cheaper materials and the bare minimum work means it’s not a permanent solution.. but 3 years down the line it’ll be a different team in the council and won’t be their problem any more. They can only look as far ahead as the end of their nose.
