my temp gauge and fuel gauge both drop at the same time and then after a while return to original position

Voltage drop.

what else happens electrically? (turning on wipers/fan/etc) or defective regulator.

just does it randomly

Voltage stabilizer ,behind the speedo either a loose connection or the stabilizer is faulty.

If it gets better after a while then deffo suspect stabiliser, it feeds both guages.

In my case I was lucky, it was just a poor connection onto the voltage stabiliser itself, probabaly dislodged when changing the speedo cable. I just pushed both cables on tightly, problem solved.

Mine does exactly the same just have a fettle round in the fusebox on the sterring column.It will be just a poor contact in their. Cheers
