It is water leakage, what you can see is the antifreeze crystals left behind as the water evaporates. Might be some rust in there as well.
Get it fixed, it won't improve with time and will likely get worse when you are miles from anywhere.

Hi Al, I would say that the best way to do this is with a new hose and a new clip. Then you know you are back to how it was when it left the factory, brand new !!
Don't use those awful spring clips, buy genuine Jubilee clips.
Clean the radiator pipe stub with wire wool or a green pot scourer to leave a clean and smooth face for the new pipe. Use washing up liquid (undiluted) if the new hose is tight to go over the stub.

get a new hose when i got my disco it had 2 clips on and still leaked make sure the you clean it well before fitting the new one and take note of the routing of the pipe that drops down the side of the engine that it dont rub on the power steering pipe

have to agree it looks more like the sensor is leaking..take it out clean it up and see if the sealing washer or compund is still intact if not fit a new washer (usually copper or alloy) or smear a little gasket sealer on the threads before putting it back in. you could take the hose off and see if any coolant residue is on it if not, again clean it up and refit using a proper jubilee clip.
