Now all the byways around my area (West of Peterborough) are closed for the winter I wondered whether the Thetford Forest byways would be open through the winter (all year round)?

Try the ROW oficer/definative map at the local council , they will let you know... should be your first point of call..... after finding out what on the OS map just to confirm that they are not TRO'd.
