Does the 300Tdi have two water temp sensors?

Yes from what I know.....one for the ECU (if it is a later EDC version) and one for the temp gauge.

Red arrow one is the water temp sender for your gauge, the other (on the top) is to do with the exhaust gas recirculating (EGR) valve. Hopefully you have removed the EGR (its more of a hindrance than a benefit), in which case the one on top isn't doing anything apart from keeping your coolant in!

the egr is going this weekend!
