My Defender 110 TD5 2003 model has a rev problem as follows. At standstill it will easily rev to 4000rpm +. But once driving, I can't go over 3000rpm (even on a slight downhill). I have new injectors, new turbo, bigger intercooler, tried various ECU maps but currently back to standard. Power and torque to 3000rpms are just fine. Any advice will be appreciated.

Collapsing turbo hoses due to delaminating is my guess. Assuming the air filter is not completely blocked of course. Or could be leaking turbo/intercooler hoses not giving full boost under load.

Why would you even want to rev it to 4k?? My Td5 sounds horrific at even 3500rpm. On a Td5 most of the power comes at about 1900 - 3000 rpm.
