Surrey County Council are proposing permanent TROs on Silkmore Lane and Fullers Farm Lane.

More details here: Byways Open to All Traffic 538 and 539 West Horsley

In summary, the Council received a petition from a subset of users of these byways. Apparently, if the Council receive a petition with 25 or more signatures, they have to provide a formal response. In this case, the Guildford Local Committee reviewed the situation and decided to propose TROs despite there being money budgeted for maintaining these byways.

The TROs are being made on the grounds of "significant danger to users of the route and to prevent significant damage to the route". With regards to the "significant damage" argument there is money available to maintain these lanes.

The proposed order would prohibit recreational 4x4 drivers from using these byways but allow non-recreational 4x4 drivers to drive them for things like accessing land, maintenance and farming.

There is some excellent information on the Surrey TRF web site: South London & Surrey TRF which includes the full details of the proposal and some examples of letters of objection.

One point to note is apparently one of the local councillors lives on one of the lanes and it as apparently a 'done deal' that these lanes will be closed!

Objections need to be in by 27th August - act now!

Please take 5 minutes just to drop an email or letter to the council recording your thoughts on this.

Please pass this on to anyone else you know that may be interested.

If you wish to object to the proposed Order you must send the grounds
for your objection in writing, quoting reference DS/HG/3/1/72/H12, to
Room 365 County Hall, Penryhn Road, Kingston, Surrey KT1 2DY not later
than 27 August 2010.
